Signal Arts Centre was established in July 1990 to provide a focal point for the visual arts in Bray and North Wicklow. It aims to develop a permanent center of excellence for the visual arts that serves both local artists and the community. The center has had a significant impact on the cultural and social fabric of the community, providing resources for artists and upgrading its arts program each year. Signal operates as a not-for-profit limited company with a voluntary board of directors. Its core objectives include raising the profile of artists and the arts, providing services and facilities for artists, exhibiting their work, addressing the lack of suitable workplaces, networking with other arts organizations, and supporting community arts projects. The center also supports the development of the Signal Arts Society and the implementation of the Charter of Rights for visual artists.
